First meeting for new parish council

A new parish council is embracing digital technology as it gets set to hold its inaugural meeting remotely this week.
Harlestone Manor Parish Council came into being on 1 April this year, and will hold its first public meeting from 7pm on Thursday 18 Junevia video conferencing technology.
Items on the agenda include the appointment of a new Chair and Vice Chair, the adoption of a Code of Conduct, and to agree the transfer of open spaces at Loxton Fields from David Wilson Homes to the Parish Council.
There will also be a public participation session, during which residents are invited to address the Council. Those wishing to speak should notify the clerk before the meeting by emailing email@example.com

Harlestone Manor Parish Council was created following a Community Governance Review carried out by Daventry District Council (DDC).
The review invited parish councils to propose any changes they wished to make to their boundaries or number of councillors, and Harlestone Parish Council proposed splitting its parish to create new council covering the Loxton Fields and Harlestone Manor housing developments off York Way and New Sandy Lane.
The proposal was agreed last autumn following a public consultation, and preparations to establish the new council got underway. Elections to the new Parish Council were set to take place in May, but had to be postponed due to the lockdown.
Instead, eight people from the local area who had expressed an interest were appointed as parish councillors, and will sit on the new council until elections can take place in May next year.
Parish councils are elected bodies which typically look after services such as litter picking, the maintenance of green open spaces and play areas, and public facilities such as community centres or village halls.
Councillor John Shephard represents Spratton Ward on Daventry District Council, in which Harlestone Parish sits, and has been involved in the creation of the new council.
He said: “New parish councils are not established very often, so this is an exciting opportunity for residents of these new developments to get involved in the democratic process and play an important role in this growing community.”
